IRSPM Conference 2021: Call for Panel Proposals 

The IRSPM board cordially invites you to submit Panel proposals for the Annual IRSPM Conference to be held online 20 – 23 April 2021.

IRSPM uses a two-stage process. This first call is for PANEL tracks to which abstracts will be solicited in a second round. Prospective Panel chairs and co-chairs should develop a topic on an important theme of public management, governance or policy, which can accommodate a variety of papers. This call is open to IRPSM Special Interest Groups (SIGs) and also to any other colleague with a brilliant idea for bringing together people, knowledge, sharing experiences, discussing lessons learned, new methods and concepts, and can include more traditional as well as novel formats for online panels.

Once the panels have been accepted by the Scientific Committee, it is the responsibility of panel chairs to:

IRSPM seeks panels covering a broad range of topics on public management, governance and policy, with chairs from a diversity of countries.  Please note that in the case of similar panel submissions, the Scientific Committee will ask panel chairs to collaborate in leading consolidated panels so as to ensure overall coherence of the conference.

The theme of the upcoming IRSPM Conference is:

Public Management, Governance, and Policy in Extraordinary Times: Challenges and Opportunities

By any measure, 2020 has been an extraordinary year. First, there was a need for short-term crisis management, but there is now a broad recognition that there is a need to begin working towards a ‘new-normal’ as the global disruption rolls on. Individual nations around the world, as well as regional and international organizations, have grappled with numerous management, governance and policy challenges, and much has been achieved and learned. Public sector organizations and leaders have had to ‘pivot’ in order to deal with rapidly developing public health situations. But as the year has unfolded, it has become clear that we are facing a new era and that a return to ‘how things used to be’ might never occur. This situation presents significant challenges but also major opportunities for old problems to be re-examined and addressed, and for innovation (both technological and organizational) to provide new solutions. In 2021, IRSPM will run its first fully online conference, and we are now calling for panels on the conference theme, as well as SIG themed and hosted panels, and other panels. 


Submission of Proposals

All panel proposals should include:

(a) the title of the panel

(b) the name(s) and affiliation(s) of the chair(s), including one chair that acts as a single point of contact for future communication with IRSPM

(c) a description of the panel topic (maximum of 100 words)

(d) background information outlining the experience of the chair(s) in running panels at academic conferences (IRSPM and/or other)

(e) information on how the panel will be organized to suit an online setting

(f) brief description of the planned format of the panel – standard panel presentation with respondents, roundtable, mini-presentations, etc.  

(g) indicate how you plan to make the panel accessible for participants from different parts of the world (in different time zones) by consulting a time zone planner and suggesting times that will make this possible for different regions.
